843. 国際学力調査PISA結果公表ー2016.12.6

(a) 日本語のニュース

OECD=経済協力開発機構は、6日、72の国と地域の15歳合わせておよそ54万人を対象に2015年に実施した「PISA=国際学習到達度調査」の結果を公表しました。
調査は、「科学的応用力」、「読解力」、「数学的応用力」の3つの分野で行われ、シンガポールがいずれの分野でもトップに立ちました。
日本は、「科学的応用力」で2位、「数学的応用力」で5位、「読解力」では8位でした。
文部科学省は、「読解力」の調査結果について、「読書量の減少などで、長文に接する機会が減ったことが原因の可能性がある」と分析し、来年度から文章を読む学習の充実や語彙力の強化などの対策に乗り出すことにしています。

(b) ニュースの背景

国際的な学力調査には、PISAとTIMSSがあります。

PISA=Programme for International Student Assessmentは、「学習到達度調査」のことで、、OECD=Organization for Economic Cooperation and Development 経済協力開発機構（本部　パリ）が、2000年から3年に1度行っている国際的な学力調査のことです。15歳を対象に読解力、数学的応用力、科学的応用力の3分野で実施しています。

今回の調査結果で、1位から10位までの順位は以下の通りです。
「数学的応用力」－シンガポール、香港、マカオ、台湾、日本、北京・上海・江蘇・広東、韓国、スイス、エストニア、カナダ
「読解力」－シンガポール、香港、カナダ、フィンランド、アイルランド、エストニア、韓国、日本、ノルウェー、ニュージーランド
「科学的応用力」－シンガポール、日本、エストニア、台湾、フィンランド、マカオ、カナダ、ベトナム、香港、北京・上海・江蘇・広東

TIMSS= Trends in International Mathematics and Science Study は、国際数学・理科教育調査のことで、IEA=International Association for the Evaluation of Educational Achievement　国際教育到達度評価学会（非営利の国際学術研究団体で、本部は、オランダのアムステルダム）が、1964年から開始し、1995年から4年に1度調査を行い、日本では小学校4年生と中学校2年生が対象、分野は、算数・数学、理科です。

さる11月29日公表されたTIMSSの結果でも、シンガポールが4分野でトップでした。これは、小学校が50の国と地域の27万人、中学校が40の国と地域の25万人が参加、小学校の算数、中学校の数学、小学校の理科、中学校の理科の4分野で行われ、シンガポールが4分野でいずれもトップ、日本は、小学校の算数と中学校の数学でいずれも5位、小学校の理科で3位、中学校の理科で2位でした。

An international survey shows that Singapore’s 15-year-olds achieved the overall top places in science, mathematics and reading in a global academic assessment.
The latest Programme for International Student Assessment, or PISA, conducted in 2015 in some 70 countries or regions, was released on Tuesday by the OECD or Organization for Economic Cooperation and Development.
The survey also shows that Japanese students ranked second in scientific literacy, fifth in mathematical literacy and eighth in reading.
Some 540,000 students in 72 countries and regions took part in the latest triennial survey.

国際的な学力調査PISAの結果が公表されたニュースについては、日本のメディアは、日本の結果を中心にほとんどが報道していましたが、外国のメディアで報道したのは、わずかでした。
トップだったシンガポールとイギリスのメディアの報道を紹介しましょう。

シンガポールの『The Straits Times』紙は、”Singapore students top in maths, science and reading in Pisa international benchmarking test”（シンガポールの学生、PISA国際評価テストの算数・数学、化学、読解力でトップ）という見出し、”One week after scoring top marks in a mathematics and science study, Singapore students aced an even prestigious international benchmarking test dubbed the “World Cup for Education”. イギリスの『The Telegraph』紙は、”PISA results: How can the UK go from ‘must try harder’ to world class in education?”（PISAの結果：いかにしてイギリスは、教育における世界のクラスに向かって、‘懸命に努力をして’いかなければならないか）という見出しで、”The United Kingdom’s place in the world has seldom been more uncertain than in 2016. But in a year as unpredictable as any in recent memory, one thing is likely to stay the same: the UK’s education system will be graded as “most try harder”
Every three years, PISA test the science, maths and reading abilities of children from countries and regions around the globe. The most recent PISA rankings saw the UK placed 26th out of 65 areas taking part in maths, with a score almost identical to the OECD average.
While the UK’s PISA score has remained largely static over the last decade, we have slipped further down the league table as other nations – particularly those in East Asia – have rapidly improved”
