この地域では、1990年代以降、中国が存在感を高めてきていて、これらの島国と首脳会合を開き、経済援助を拡大してきています。特に、フィージーとは、2006年軍事クーデターでオーストラリアなどから援助を打ち切られる中で、関係を深め、インフラ援助や軍事交流を意欲的に進めています。昨年、習近平国家主席は、フィージーに周辺国の首脳を集め、インフラ整備や気候変動対策での協力を伝えました。

Leaders from Japan and Pacific nations have ended their two-day summit in the northeastern Japanese city of Iwaki, pledging closer regional cooperation.
The pledge was contained in a declaration issued at the end of the 7th triennial Pacific Islands Leaders Meeting, or PALM7 on Saturday.
The declaration says that the leaders reaffirmed that maritime order should be maintained in accordance with the universally recognized principles of international law, including the United Nations Convention on the Law of the Sea. The leaders also underscored the importance of exercising self-restraint and peacefully resolving international disputes without resorting to the threat or use of force. Their remarks were made as China's maritime expansion has been causing tensions in the Pacific Ocean.
At the meeting, Japanese Prime Minister Shinzo Abe announced a fresh and package pledge worth more than 55 billion yen, or about 450 million dollars, over the next 3 years to help the Pacific nations tackle natural disasters and the effects of climate change.
Mr. Abe also said that Japan will promote an exchage program with the Pacific nations involving 4,000 people with the goal of developing human resources.
