892.北朝鮮、新型ミサイル発射、国連安保理協議ー2017.5.17

（a） 日本語のニュース

北朝鮮が、「新型中距離弾道ミサイルの発射実験に成功した」と発表しました。
北朝鮮の国営メディアが15日伝えたところによりますと、14日キム・ジョンウン朝鮮労働党委員長の立ち合いの下、新型中距離弾道ミサイル「火星12型」の発射実験が行われ成功したということです。
発射実験の目的について、国営メディアは、「威力が強い大型の核弾頭の装着が可能な新型弾道ミサイルの技術特性を確認するため行った」と伝えています。そして、ミサイルは、通常より角度をつけて高く打ち上げる「ロフテッド軌道」を用いたことを明らかにし、「高度は2111キロまで上昇し、787キロ離れた公海上の目標水域に正確に到達した」としています。
発射実験に立ち会ったキム委員長は、「わが国に手を出したら、アメリカは史上最大の災いを免れない。アメリカ本土と太平洋作戦地帯は、われわれの攻撃圏内に入っている」と述べ、アメリカを強くけん制したということです。

一方、国連安全保障理事会は、16日、北朝鮮が新型のミサイルを発射したことを受けて、緊急会合を開いて協議を行い、すべての加盟国に対して、北朝鮮に対する制裁決議を完全に履行するよう求めることで一致し、今後の追加的な措置については、アメリカと中国が中心となって引き続き協議することになる見通しです。

安倍首相は、16日、日本を訪れているアメリカ太平洋軍のハリス司令官と会談し、北朝鮮による弾道ミサイルの発射は、日米両国にとっての重大な脅威だとして、、連携して北朝鮮への圧力を強化していくことで一致したということです。

North Korea says that it has successfully tested the launching of a new type of intermediate-range ballistic missile.
North Korean state media reported on Monday that the test was carried out on Sunday under the supervision of the country’s leader Kim Jong Un.
The state media said that the test was to confirm the technical feature of a new ballistic missile which can be mounted with a powerful large nuclear warhead.
It said that the missile called “Mars 12” accurately hit the targeted open waters at 787 kilometers away after flying to the maximum altitude of 2111 kilometers.
It was North Korea’s first missile-launch test sine South Korean President Moon Kae In took office last week. It also came just before Chinese President Xi Jinping was scheduled to open an international forum billed as the most significant diplomatic event this year.

Meanwhile, the United Nations Security Council held an emergency meeting on Tuesday to discuss North Korea’s latest missile launch, and agreed to call on all U.N. member nations to fully implement the sanctions imposed on North Korea by the U.N. Security Council. The United States, China and other countries are expected to continue consultations on the matter.

In Tokyo on Tuesday, Japanese Prime Minister Shinzo Abe met the top U.S. military officer in the Asia-Pacific region, Admiral Harry Harris, and agreed to strengthen Japan-US cooperation to increase pressure on North Korea.
