ニューヨークの国連本部で4週間にわたって開かれていたNPT=核拡散防止条約の再検討会議は、22日最終文書を採択できないまま閉幕しました。
これは、会議の議長が示した最終文書案のうち、事実上の核保有国であるイスラエルを念頭に置いた中東の非核化をめぐる項目について、アメリカ、イギリス、カナダが反対したため、最終文書は採択されませんでした。
最終文書は、全会一致で採択するのが原則になっており、これら3か国が反対したため、最終文書の採択は、失敗に終わりました。
5年に1度開かれているNPT再検討会で最終文書の採択に失敗したのは、アメリカとイランが対立した2005年の会議以来10年ぶりのことです。
今回の会議では、核兵器の保有国と非保有国とが鋭く対立して交渉が紛糾し、最終的には中東の非核化をめぐって、アメリカなどが中東で事実上の核保有国であるイスラエルを擁護し、これにエジプトやイランなどアラブ諸国が反発し、会議全体の合意を妨げる形になりました。

This came after negotiators failed to narrow differences over a proposed nuclear-arms-free zone in the Middle East at a plenary session of the 4-week conference in New York on Friday.
For a final outcome document of a NPT review conference to be adopted, it requires unanimous support.
The United States, Britain and Canada expressed objections to a provision on the proposed nuclear-arms-free zone in the Middle East in the final outcome document presented by the conference president. Egypt and other Arab countries supported the proposal for a Middle East zone which would involve Israel. The United States is an ally of Israel, which is widely believed to be the only country in the Middle East in possession of nuclear arms.
The latest NPT review conference - held once every 5 years - saw a sharp rift between states that possess nuclear weapons and those that do not.
